The Telangana Shops and Establishments Act, 1988
The Telangana Shops and Establishments Act, 1988, regulates the working conditions and employment in shops and commercial establishments across the state of Telangana.
Who Needs to Register?
Every shop or establishment engaged in trade, business, or services within the notified areas of Telangana must register under this Act within 30 days from the commencement of business.

4. What is the definition of a shop or establishment?
- Shop: Includes offices, storerooms, godowns, warehouses (whether in the same premises or otherwise) used in connection with trade or business.
- Commercial Establishment: Includes trading, banking, insurance businesses, administrative services, hotels, restaurants, cafés, refreshment houses, theaters, and other places of public entertainment.
5. What is the validity of the registration?
The registration certificate is valid for five years and must be renewed thereafter. Any changes such as address, number of employees, etc., must be notified to the authorities within 15 days.
6. Are any shops or establishments exempt from registration under this Act?
Yes, government offices, establishments for the care of the handicapped or mentally unfit, and offices of legal or medical practitioners with fewer than three employees are exempt.
7. What are the major regulations covered under this Act?
This Act governs aspects such as:
- Weekly holidays
- Working hours
- Appointment letters
- Employee attendance
8. Key Regulations to Note
- Salaries must be paid before the 7th of the next month.
- Working hours cannot exceed 48 hours per week (maximum 58 hours including overtime).
- Employees are entitled to 1 earned leave per 20 days and 1 sick leave per 30 days.
- Employees cannot be dismissed without prior notice after 180 days of service.
- Accumulated earned leave should not exceed 40 days.
- Employment of children below 14 years is prohibited.
- Women and young workers cannot be employed between 8 PM and 6 AM.
- Name boards of establishments must be displayed in Telugu, with any other language appearing below it.

- Format ‘A’ – Registration/Renewal/Change of Information
- Format ‘P’ – Weekly Holiday Declaration
- Format ‘F’ – Leave Records
- Format ‘H’ – Employee Copy
- Format ‘T’ – Daily Attendance Records
- Format ‘R’ – Permission for Women Employees to Work after 8 PM
10. Should each branch/location of a company be registered separately?
Yes, each branch requires separate registration under this Act.
